Status on Riverview fixes

Before I went away a couple weeks ago, I hit a roadblock on completing the Riverview fixes. The installedworlds seem to differ on how the layers are saved, as my methods with default worlds don’t work when applied to Riverview.

What I was attempting was to move some objects that disrupt the routing over the roads, like railings. The left image is the Before where you can see the disruption and on the right is the rebuild routing after the railings were moved. But these changes are not retained or transfer well using my usual methods of exporting from the Layer file in CAW and importing into the .world file. Any saved game or new game on Riverview still show the Before placement of the railings.

Does anybody know why?
Or have done this before successfully on Store worlds?
